Instructions:

  1. Preheat oven to 335°F (175°C). Thoroughly grease a 9×13 inch baking pan.
  2. In a large mixing bowl, combine the melted butter, brown sugar, and sugar. Mix until smooth.
  3. While continuing to mix, add the eggs and vanilla extract. Mix until well combined.
  4. Add the flour, baking powder, cream of tartar, and salt to the bowl of wet ingredients. Stir until just combined. Do not overmix.
  5. Transfer the batter to the prepared baking pan and press it into an even layer.
  6. In a small bowl, combine the sugar and cinnamon for the topping.
  7. Sprinkle the cinnamon-sugar mixture evenly over the batter.
  8. Bake for 20-25 minutes, or until the top is just beginning to turn golden and a toothpick inserted into the center comes out with just a few moist crumbs.
