Instructions:
- Preheat oven: Preheat your oven to 350°F (175°C).
- Cook the ground beef: Heat a large skillet over medium-high heat. Cook and stir the ground beef with the minced garlic and onion powder until browned and crumbly, about 5 to 7 minutes. Drain and discard any excess grease.
- Assemble the base: Spread the cooked ground beef evenly onto the bottom of a 9×13-inch casserole pan. Stir the cooked bacon pieces into the ground beef.
