Instructions:
- Preheat oven: Preheat oven to 375°F (190°C). Grease a baking sheet.
- Prepare filling: Combine shrimp, chives, garlic, soy sauce, sesame oil, and pepper in a bowl.
- Soften wrappers: Dip rice paper wrappers in warm water for 5-10 seconds, then place on a towel.
- Assemble dumplings: Place filling in the center of each wrapper, fold sides, and roll up.
- Bake dumplings: Arrange on the baking sheet, brush with oil, and bake for 15-20 minutes, flipping halfway through.
